Fourth Training Seminar on Anti-Money Laundering and Countering the Financing of Terrorism

Background

LIGHT aims to enhance the functional competency of lawyers and notaries through four main profiles, which will let training participants:
    •    Acquire experimental insight and knowledge in EU law on AML/CFT;
    •    Improve their capacity in ML/FT risk assessment;
    •    Perform AML/CFT reporting obligations;
    •    Analyse business relationships without intermediates.
Four high-level seminars cover these profiles. The transnational character of these training activities makes it possible for legal practitioners of different nationalities to attend the event. This is meant as a useful tool to promote trust among practitioners of different countries and for ensuring smoother cross-border judicial proceedings. Moreover, being face-to-face, the seminars should help create an informal network which may be useful for solving everyday cross-border issues.
Each seminar will combine theory and practice, such as case studies and workshops.

The Training Seminar
The General Council of Notaries (Consejo General del Notariado) organises the fourth and final training seminar of the project, which will deal with virtual currencies, electronic money, business relationships without intermediaries and ML/TF risks. In the first morning, a specific session will focus on cryptoassets and related money laundering activities; while the second morning will focus mainly on digital currencies and investigations into terrorist financing. During the afternoons, participants will discuss on best practices on how to identify the new crypto-crimes. The main trainers are Mr. Álvaro Sevilla Navarro, lieutenant at the Spanish Guardia Civil, and Mr. Fernando Sanz Ayuso, chief inspector at Policía Nacional. A presentation on the OCP by its director, a contribution from the Spanish FIU and two interventions on the point of view of lawyers and notaries will complement the programme.
