Fight against money laundering, support of vulnerable people, notarial documents raison d’être ... Discover the 2017-2019 legislature activity report

During the 2017-2019 legislature, chaired by Spanish notary José Maqueño de Llano, the prevention of money laundering and other economic crimes, the defense of the rights of vulnerable groups, and the study of the raison d’être and the economic value of notarial documents have been priority objectives. The activity report is available on the UINL website.

About the prevention of money laundering and terrorist financing, notarial cooperation with the authorities fighting these crimes, and with international organizations such as the International Financial Action Task Force (FATF), GAFILAT, OAS, UN, International Monetary Fund (IMF) and the World Bank has been strengthened and systematized.
A guide on good practices in the prevention of money laundering and terrorist financing and AML/FT risk alerts in the notarial sector are available on the UINL website.

About people in vulnerable situations, the notary's role as public authority and institutional support was consolidated. As a result of cooperation with the UN special rapporteur on the rights of persons with disabilities, Mrs. Catalina Devandas, the notary wasdesignated explicitly (special report of the UN, December 2017) under the provisions of the Article 12 of the Convention, for the recognition of the legal personality of persons with disabilities, on equal terms.

Finally, the study on the raison d'être and the economic value of the notarial documents explains the guarantees that the notaries incorporate, for which they are more effective than other documents. By the intervention of the notaries, as public authority, these documents acquire special substantive, probative and executive effects that are recognized by the courts.
